Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Subject to clause 6 of rule XXIII, debate on all amendments to the bill shall not exceed 8 hours. No amendment to the bill, or t o the amendment in the nature of a substitute if offered by Mr. Broomfield, shall be in order except those printed in the Congressional Record. It shall be in order for the Chairman of the Committee on Foreign Affairs to offer en bloc any of the amendments printed in the Congressional Record. It shall also be in order to consider en bloc amendments offered by Mr. Hall of Ohio even if they amend portions of t he bill not yet considered for amendment. The Broomfield substitute, if offered, is debatable for not to exceed one hour.
