Expresses the sense of the House of Representatives that the Committees on Rules and Ways and Means should conduct hearings with the intent of recommending revisions in both House Rules and relevant statutes that would provide separate "fast track" procedures for the consideration of bills implementing and approving international environmental and labor standards agreements, achieved either within the context of trade negotiations or in parallel actions.
