Expresses the sense of the House of Representatives that the President should: (1) expeditiously complete review of the request of the Soviet Union for $1,500,000,000 in agricultural credit guarantees; (2) approve such request if all of the criteria for providing such guarantees are satisfied and if the President determines that the failure to approve such request would seriously jeopardize fundamental national security interests; and (3) if the President determines that the Soviet Union is not creditworthy under such criteria, explore other mechanisms (such as barter arrangements and collateralization) to facilitate the Soviet purchase of U.S. agricultural products.
