Providing for a lighting efficiency program for the House of Representatives office buildings, and a study and report on the economic and environmental effects of such program.

Requires the Architect of the Capitol to replace all incandescent light bulbs, with specified exceptions, in the House of Representatives office buildings with compact fluorescent light bulbs.

Requires the Comptroller General to study and report to the House on the economic and environmental effects of the program, together with recommendations for implementing a similar program in all Federal office buildings.
