Designates the United States Post Office building at 630 East 105th Street in Cleveland, Ohio, as the Luke Easter Post Office.
Requires the Director of the Administrative Office of the United States Courts to establish a leave bank program under which a Judicial Branch employee may, during a period specified by the Director, donate to it any unused annual leave.
Requires that the total amount of such leave be divided equally among the annual leave accounts of all armed forces reserve employees who: (1) served on active duty during the Persian Gulf conflict; and (2) return to employment with the Judicial Branch.
Authorizes such employees who have returned to Judicial Branch employment to use the annual leave, after it is credited to their leave account, in the same manner as any other annual leave to their credit.
