To require the payment of reparations by Iraq following the conclusion of Operation Desert Storm.
Iraqi Reparations Act of 1991 - Requires any agreement ending Operation Desert Storm to provide for the payment of reparations (over a period not to exceed five years) to the U.S. Government by the Iraqi Government for the entire financial cost of sustaining Operation Desert Shield and Operation Desert Storm.
