Directs the Secretary of the military department concerned to provide a member of his military department with not less than ten minutes of free telephone calls per month while the member is serving in a combat zone or is hospitalized as a result of illness or injury incurred in a combat zone.
Prohibits such free calls if found impractical due to the member's location of deployment, or if doing so will adversely affect the military preparedness or effectiveness of combat operations of U.S. armed forces.
Allows unused monthly portions of free calls to be carried over to succeeding months.
