To restore the prohibition against all racial discrimination in the making and enforcement of contracts, including surety contracts.

Amends provisions of existing law relating to equal rights under the law to specifically include within the right to make and enforce contracts the making, performance, modification, and termination of contracts, including surety contracts, and the enjoyment of all benefits, privileges, terms, and conditions of the contractual relationship.
