Amends the Federal criminal code to delete the $250 cap on the maximum fine for the unauthorized wearing, manufacturing, or selling of military decorations or medals.
Specifies that if the decoration or medal involved in the offense is a Congressional Medal of Honor the offender shall be fined or imprisoned for not more than one year, or both.
Includes as sales, with respect to a Congressional Medal of Honor, trades, barters, or exchanges for anything of value.
