To transfer certain jurisdictional rights over a portion of the Fort Devens Military Reservation in the State of Massachusetts to the Secretary of the Interior for inclusion in the Oxbow National Wildlife Refuge and to provide for the transfer of certain real property at Fort Devens to the Town of Lancaster, Massachusetts.
Oxbow National Wildlife Refuge Expansion Act of 1992 - Directs the Secretary of the Army and the Secretary of the Interior to enter into a memorandum of understanding to provide for the transfer of certain jurisdictional rights over a portion of the Fort Devens Military Reservation in Massachusetts to the Secretary of the Interior for inclusion in the Oxbow National Wildlife Refuge. Excludes certain property and facilities from such transfer.
Provides for the continuation of the Secretary of the Army's responsibility and liability for environmental cleanup with respect to the area transferred above.
Directs the Secretary of the Interior to transfer to the Town of Lancaster, Massachusetts, certain real property at the Reservation.
