To improve the protection of endangered species of wildlife in units of the National Forest System, the national park system, and the National Wildlife Refuge System by increasing the maximum fine that may be imposed for violating posted speed limits in such units.
Endangered Species Protection Act of 1991 - Increases to $1,000 the maximum fine for motor vehicle violations of speed limits in units of the National Forest System, the National Park System, and the National Wildlife Refuge System which are regularly inhabited by an endangered wildlife species.
Amends Federal law to provide for the protection of all areas within the National Forest System.
