Directs the Secretary of Health and Human Services to: (1) establish a three-year demonstration project to determine whether special transportation services for eligible dialysis patients residing in rural areas may be cost-effectively covered under the Medicare program (title XVIII of the Social Security Act); and (2) report annually to the Congress on such project.

Authorizes appropriations.
