Amends the Federal criminal code to establish penalties for committing or attempting to commit torture outside the United States.
Grants jurisdiction over such activity if the alleged offender is: (1) a U.S. national; or (2) present in the United States.
Makes this Act effective on the latter of the date of enactment of this Act or the date the United States has become a party to the Convention Against Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment.
