To amend the Civil Rights Act of 1964 to provide a remedy for individuals harmed by past test norming related to employment.
Race-Norming Compensation Act of 1992 - Amends the Civil Rights Act of 1964 to require that the test of any candidate for employment or promotion be increased by specified percentages over the course of a ten-year period if that candidate's test results were, during the preceding ten years, negatively altered on the basis of the candidate's race, color, religion, sex, or national origin. Requires disclosure, on request, of information regarding whether employment-related test results were altered.
