To amend the Older Americans Act of 1965 to improve the participation of special populations of older individuals in activities under title III of such Act and to provide supportive activities for individuals who without compensation provide in-home services to frail older individuals.
Older Americans Equity and Service Improvement Amendments of 1991 - Amends the Older Americans Act of 1965 to require: (1) each area agency on aging to include in its plan specific objectives for providing services to low-income elderly minority individuals in its service area; and (2) each State to include in its plan it submits to the Administration on Aging a numerical statement of the actual funding formula to be used and a demonstration of the allocation of funds, pursuant to such formula, to each planning and service area in the State. Prohibits such State plan from being approved unless the Commissioner of the Administration on Aging approves such statement and such demonstration. Requires such State plan to provide assurances that special efforts will be made to provide technical assistance to minority service providers.
Authorizes appropriations for FY 1992 through 1995 for the purpose of making grants to States for supportive activities for volunteer workers who provide in-home services to frail older individuals.
Directs the Commissioner to carry out a program for making such grants.
