To provide for a unified schedule of rates for mail.

Requires the U.S. Postal Service (Service) to design and implement a system under which postage on mail shall be determined by reference to a single schedule of rates which shall apply in the same manner to all mail, regardless of the class or type of mail matter involved. Directs the Service to preserve the system of reduced rates for nonprofit charitable organizations.
