Requires the Secretary of Commerce to notify specified congressional committees of changes in the methodology used to develop any numbers used in a formula for distributing funds to States or political subdivisions if that change causes an increase or decrease of $5 million in the funds allocated to any State.
Prohibits a number affected by such change from being published or designated as an official number or being used by any Federal agency to distribute funds until 60 days after such notification.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PROVISIONS FOR NOTIFICATION. (a) IN GENERAL- Section 181 of title 13, United States Code, is amended by adding at the end the following: `(c)(1) The Secretary shall provide notification to the Senate Committee on Governmental Affairs and the House Committee on Post Office and Civil Service of any change in methodology used to develop any number used in a funding formula for distributing funds to States, or political subdivisions thereof, if that change causes an increase or decrease of $5,000,000 in the funds allocated to any State. `(2) No number affected by such change may be published or designated an official number or used by any Federal agency to distribute funds until sixty days after the notification required in paragraph (1) of this subsection. `(3) Within six months following the date of enactment of this subsection, the Secretary shall issue regulations establishing procedures for the notification required in paragraphs (1) and (2) of this subsection.'.
