Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from maintaining or furnishing information regarding a consumer's failure to make any payment if certain conditions exist, including that: (1) the payment became due in a period during which a specified level of financial institutions were insolvent and there was a bank holiday based on the insolvency of a non-Federal deposit insurance fund; (2) the consumer's balance exceeded the payment due; and (3) the account is maintained current for one year before the consumer requests exclusion of such information.
