To amend the charter of the Group Hospitalization and Medical Services, Inc., to remove the partial exemption granted to the corporation from the insurance laws and regulations of the District of Columbia.

Amends the charter of the Group Hospitalization and Medical Services, Inc. (Blue Cross and Blue Shield) to make the District of Columbia its legal domicile.

Requires the corporation to be licensed and regulated by the District in accordance with its rules and regulations.

Repeals exemption of the corporation from District of Columbia insurance regulations.

Requires the corporation to reimburse the District for the costs of insurance regulation (including financial and market conduct examinations) of the corporation and its affiliates and subsidiaries.
