Limits to 12 the number of consecutive years a person may serve in the following positions: (1) positions compensated for at least 60 days at a rate of basic pay equal to or greater than the annual rate of basic pay in effect for grade GS-16 of the General Schedule on the staff of any standing, select, or special committee of the Congress, or any subcommittee or joint committee between the two Houses; (2) Senior Executive Service positions; (3) Schedule C positions compensated at an annual rate of basic pay greater than the annual rate in effect for grades above GS-15; or (4) Executive Schedule positions.
Excludes service in a position before the enactment of this Act from the numbers of years served.
