To authorize the Secretary of the Army to construct a child care facility for Federal employees at Fort Point, Galveston, Texas, and for other purposes.

Authorizes the Secretary of the Army to construct, establish, equip, maintain, and operate (or assist in constructing, equipping, maintaining, and operating) an interagency child care facility at Fort Point, Galveston, Texas, on Federal property under the management and control of the Galveston District, U.S. Army Corps of Engineers to provide child care services for Federal employees.

Authorizes appropriations.
