Hospital Cost Disclosure Act of 1992

Hospital Cost Disclosure Act of 1992 - Amends title XVIII (Medicare) of the Social Security Act to require as a condition of participation in the Medicare program that hospitals disclose to patients upon their request a statement of the costs incurred by the hospital in providing services to the patient.

A BILL
To amend title XVIII of the Social Security Act to require as a condition
of participation in the medicare program that hospitals disclose the costs
incurred by the hospital in providing services to patients.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SECTION 1. SHORT TITLE.
  This Act may be cited as the `Hospital Cost Disclosure Act of 1992'.
SEC. 2. DISCLOSURE OF COSTS INCURRED IN PROVIDING SERVICES AS CONDITION OF
MEDICARE PARTICIPATION.
  (a) IN GENERAL- Section 1866(a)(1) of the Social Security Act (42
  U.S.C. 1395cc(a)(1)) is amended--
  (1) by striking `and' at the end of subparagraph (N);
  (2) by striking `and' at the end of subparagraph (P);
  (3) by striking the period at the end of subparagraph (Q) and inserting
  `, and'; and
  (4) by inserting after subparagraph (Q) the following new subparagraph:
  `(R) in the case of hospitals and rural primary care hospitals, to provide
  at the request of an individual to whom the hospital provides inpatient
  or outpatient services (or of an entity making payment to the hospital
  on the individual's behalf for such services) a statement of the costs
  incurred by the hospital in providing such services to the individual,
  broken down by the costs of each of the components of such services.'.
  (b) EFFECTIVE DATE- The amendments made by subsection (a) shall apply to
  hospital services provided on or after January 1, 1993.
