To amend titles II and XVI of the Social Security Act to provide for presumptive disability, in connection with an application for benefits thereunder based on disability, upon failure to make a timely disability determination on the basis of such application or to take timely action to implement such a determination.

Amends titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplementary Medical Insurance) of the Social Security Act to provide for presumptive disability under such titles upon failure of the Federal Government to make a timely determination on an application for benefits thereunder based on disability.
