Authorizes the Secretary of Agriculture to: (1) exchange certain lands with the city of Oakridge, Oregon; and (2) construct a marina-recreation facility in Sweet Home, Oregon, to be operated as part of the National Forest System without modification of the Willamette National Forest boundaries.
