Fort Totten National Historic Site Act - Directs the Secretary of the Interior to acquire the lands for and establish the Fort Totten National Historic Site, North Dakota. Requires the Secretary to submit a general management plan for such Site within two years to specified congressional committees. Authorizes appropriations.
