Directs the Secretary of Agriculture to convey without consideration certain lands in Butte County, California, adjacent to the Plumas National Forest to eligible persons who make their claims within two years of enactment of this Act.
Requires the Secretary to: (1) make the necessary surveys and property line markings; and (2) submit a copy of each deed to the Secretary of the Interior.
Authorizes appropriations.
