Authorizes the Secretary of the Interior, acting through the Director of the National Park Service, to enter into cooperative agreements: (1) with appropriate organizations or groups, on the basis of equal-dollar matching, in order to promote education concerning the natural and cultural resources of the Santa Monica Mountain National Recreation Area and adjacent lands; (2) with the William O. Douglas Outdoor Classroom whereby the Secretary agrees to maintain the facilities at 2600 Franklin Canyon Drive in Beverly Hills, California, for nine years and to provide funding for Classroom programs that utilize such facilities for a maximum of nine years and whereby the Classroom agrees that at the end of the term of such agreement, all right, title, and interest in such facilities shall be donated to the United States for addition to, and operation as a part of, the Area; and (3) with the Santa Monica Mountains and Seashore Foundation and the University of California at Los Angeles (jointly) for completion of an archeological survey, vegetation mapping, historical context, and history of lands within the Area. Authorizes Federal funds to be expended on non-Federal property located within the Area pursuant to any such agreement. Authorizes appropriations.
Amends the National Parks and Recreation Act of 1978 to require the Secretary, at the time the President submits a budget request for FY 1995, to submit to the Congress a detailed acquisition-priority list (developed with appropriate public involvement) and cost estimates for completion of acquisitions within the Area in accordance with the land-protection plan or revisions.
