Amends the Fair Labor Standards Act of 1938 to provide a limited exemption from child labor provisions for students under 14 who have completed the sixth grade and are participating in a work study program conforming to criteria prescribed by the Secretary of Labor acting through the Administrator of the Wage and Hours Division. Limits such employment to not more than: (1) four hours per week; and (2) 16 weeks in a school year.
