Amends the Federal Aviation Act of 1958 to require the Administrator of the Federal Aviation Administration, before assessing a civil penalty against any certificate-holding airmen and air carriers, to: (1) advise them of the charges or reasons relied upon for the Administrator's proposed action; and (2) provide them with an opportunity to answer such charges and be heard as to why the civil penalty should not be assessed.
Authorizes such individuals to appeal such a penalty to the National Transportation Safety Board (NTSB). Provides for the judicial review of a NTSB order. Authorizes the NTSB to change an Administrator's order amending, modifying, or reversing a certificate to an order assessing a civil penalty.
