To amend the Federal Aviation Act of 1958 to establish deadlines relating to the issuance of rules by the Administrator of the Federal Aviation Administration, and for other purposes.

Amends the Federal Aviation Act of 1958 to establish deadlines for: (1) notice to petitioners for a rulemaking informing them of the Administrator of the Federal Aviation Administration's (FAA) intent with respect to the issuance of a proposed rule; (2) issuance of the proposed rule; and (3) issuance of the final rule. Sets forth congressional reporting requirements.

Requires the Administrator to make available to the public any comments received with respect to any review of a proposed regulatory project or rule of the FAA conducted by an employee of the Department of Transportation, Office of Management and Budget, or any other executive agency.
