Amends the Water Resources Development Act of 1986 to make the prohibition on Great Lakes diversions inapplicable to any new diversion of water which will not exceed an average of 5,000,000 gallons per day in any 30-day period.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. FINDINGS AND PURPOSES. (a) FINDINGS- Section 1109(a)(3) of the Water Resources Development Act of 1986 (42 U.S.C. 1962d-20(a)(3)) is amended-- (1) by inserting `significant' before `diversions'; and (2) by striking `significant economic' and inserting `economic'. (b) PURPOSES- Section 1109(b)(2) of such Act is amended by inserting `significant' before `diversion of'. SEC. 2. LIMITATION ON APPLICABILITY. (a) GENERAL RULE- Section 1109(f) of the Water Resources Development Act of 1986 (42 U.S.C. 1962d-20(f)) is amended by inserting before the period at the end thereof the following: `and to any new diversion of water which will not exceed an average of 5,000,000 gallons per day in any 30-day period'. (b) CONFORMING AMENDMENTS- Subsections (d) and (e) of section 1109 of such Act are each amended by striking `No' and inserting `Subject to subsection (f) of this section, no'.
