To direct the Secretary of Defense to provide grants to States to provide technical and financial assistance to defense-dependent contractors.
Defense Industrial Innovation Act of 1992 - Authorizes appropriations for FY 1993 through 1995 for grants by the Secretary of Defense to States to provide technical and financial assistance to defense-dependent contractors.
Prescribes: (1) grant application procedures; and (2) State certification requirements regarding State and contractor matching funds, maintenance of expenditures by State assistance programs, and grant use.
Requires each State to reserve 40 percent of grant funds for assistance to contractors for quality and productivity improvements and market expansion and 60 percent for assistance for human resource development initiatives essential for industrial modernization and for the fulfillment of improved competitiveness strategies.
