Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to equalize the adjustment price for fluid milk in all marketing areas. (Establishes a $2.50 per hundredweight minimum.)
Establishes marketing order milk solid percentages for whole, lowfat, and skim milk. Authorizes Federal retail milk testing. Requires State marketing order compliance.
Amends the Agricultural Act of 1949 to establish minimum manufacturing allowances for milk manufactured into: (1) butter and nonfat dry milk; and (2) cheese.
