Suspends U.S. assistance to Indonesia, including deliveries of assistance previously obligated and sales previously made.
Waives such suspension if the President certifies to the Congress that such a waiver is in the national security interest and that the Government of Indonesia: (1) has taken steps to prosecute and punish the military perpetrators of the Santa Cruz massacre; (2) is not engaged in human rights violations; and (3) is in compliance with specified United Nations resolutions concerning withdrawal from, and self-determination for, East Timor and East Timor's right to self-determination has been affirmed through a free and fair plebiscite.
