To amend the Internal Revenue Code of 1986 to allow a credit against income tax to defense contractors for expenses of retraining their employees.

Amends the Internal Revenue Code to allow certain defense contractors a credit for expenses of retraining of employees.

Expresses the sense of the Congress that any reduction in revenues by reason of such credit be offset by a reduction in defense spending.
