IN THE HOUSE OF REPRESENTATIVES January 11, 1991 Mr. KOLTER introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To require generators of hazardous waste to treat or dispose of their waste at the site on which the waste was generated. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. REQUIREMENT. (a) REQUIREMENT- Each generator of hazardous waste shall perform-- (1) treatment of that waste so as to render the waste harmless; or (2) disposal or recycling of that waste; on the site on which the waste was generated. (b) EXCEPTION- The requirement of subsection (a) shall not apply to generators who generate waste in a small quantity, as that term is used in the Solid Waste Disposal Act. (c) DEFINITIONS- For purposes of this Act, the terms `generator', `hazardous waste', `treatment', and `disposal' have the meanings given those terms in section 1004 of the Solid Waste Disposal Act (42 U.S.C. 6903).
