To amend the Solid Waste Disposal Act to require financial responsibility requirements to be based on risk, and to require the collection and maintenance of information relating to financial responsibility.
Resource Conservation and Recovery Financial Responsibility Improvement Act of 1992 - Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency to collect and maintain information relating to, and report annually to the Congress on, compliance with financial responsibility requirements by hazardous waste treatment, storage, and disposal facilities.
Prohibits the authorization of State hazardous waste programs unless such programs provide for maintaining such information in a format similar to that used by the Administrator.
