Requires the Congress to enter into contracts with the lowest qualified bidders for the procurement of all services that can be procured from private enterprises through ordinary business channels, including security, food services, and services provided by the congressional publication offices, the Architect of the Capitol and the Sergeant at Arms and the Doorkeeper of the House of Representatives.
Requires contracts for such services to mandate commercially competitive fees.
Transfers operation of postal services in the Congress to the U.S. Postal Service.
