Strategic Manufacturing Alliance Act of 1992 - Establishes in the Technology Administration of the Department of Commerce a Manufacturing Alliance Program to facilitate industry-specific consortia of academia and industry for the conduct of basic research and development, technology transfer, and worker training initiatives.
