To provide disaster assistance to ocean and river commercial salmon fishing operations in the western United States adversely affected by the ban or restriction imposed by the United States on the harvest of Pacific Ocean salmon.
Pacific Ocean Salmon Fishing Disaster Relief Act - Mandates a disaster payment to a commercial salmon fishing operation owned and operated by a U.S. citizen or national and operating out of California, Oregon, or Washington if the operation harvests during 1992 less than a specified percentage of the average annual harvest during 1986 through 1990.
Requires adjustment of the determination of the actual harvest of an operation if the operation: (1) compensated for the reduced salmon harvest by harvesting other fish; or (2) failed to take reasonable methods to alleviate the economic hardship resulting from the imposition by the Pacific Fishery Management Council of a ban or restrictions on the harvest.
