To provide that the Secretary of the Army shall, whenever practicable, enter into agreements concerning the reconstruction of lands adversely affected by water resources projects.
Water Project Beautification Act of 1991 - Prohibits the Secretary of the Army from executing a water resources project unless the relevant State or local government enters into an agreement with the Secretary to reconstruct any lands adversely affected by such project to an aesthetically appealing and environmentally compatible condition.
