To amend the Congressional Budget and Impoundment Control Act of 1974 to require each item of appropriation in an appropriation measure to be enrolled separately for presentment to the President.

Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Secretary of the Senate or the Clerk of the House of Representatives to enroll as a separate bill or joint resolution each item of appropriation in a bill or joint resolution that: (1) originated in the House of the Congress of which such individual is an officer; (2) has been passed by both Houses in the same form; and (3) is an appropriation measure.

Prescribes guidelines for the treatment of such separately enrolled items.
