Directs the Secretary of Commerce to study the United States insurance industry, in consultation with the Secretary of the Treasury and other selected senior Federal officials, as well as representatives from the private sector.
Requires the Secretary, as part of such study, to investigate and evaluate selected aspects of the industry, including the possible adverse effects of its solvency or regulatory problems upon: (1) personal and commercial lines of insurance in the United States; (2) the overall long-term stability, profitability, and competitiveness of the insurance industry; and (3) U.S. credit markets and financial intermediation.
Sets a deadline by which the Secretary must submit a final detailed report to the Congress of the study's findings and conclusions.
