Directs the Secretary of Transportation to implement a certain highway demonstration project in the vicinity of Montgomery, Alabama.
Authorizes appropriations for FY 1991 for such project. Declares that the Federal share of such project cost shall be 100 percent.
Requires the Secretary of Transportation to report to the Congress by January 31, 1993, on project results.
