Directs the Secretary of Defense to carry out the Strategic Defense Initiative program as a research and development program only.
Prohibits: (1) the deployment by the United States of any antiballistic missile system other than one consisting of 100 ground-based interceptors at a single site, consistent with the 1972 Anti-Ballistic Missile Treaty; and (2) the deployment of such system before October 1, 1997.
