Makes the conveyance of National Refuge System lands in the Long Island Refuge System, New York, valid only if the deed of conveyance prohibits in perpetuity commercial development of the lands.
Requires the Secretary of the Interior to include in the deed of conveyance for any lands in the Long Island Refuge System conveyed by the Secretary, terms adequate to prohibit in perpetuity the commercial development of the lands.
