Directs the Secretary of Health and Human Services, between May 1, 1992, and January 31, 1994: (1) with respect to the unincorporated association affiliated with the Dayton Area Health Plan, Inc., known as the Health Plan Network, to waive a provision of the Social Security Act governing State plans eligible for medical assistance under Medicaid that requires that Medicare and Medicaid beneficiaries constitute less than 75 percent of the membership of any prepaid medical provider; and (2) not to treat specified persons (up to 4,000 children born after September 30, 1983, who have attained the age of six but not the age of 19 and whose family incomes do not exceed a specified poverty level) as individuals enrolled in the Plan on a prepaid basis for purposes of determining the compliance of the DAYMED Health Maintenance Plan, Inc., with such membership requirement.
