To authorize the admission to the United States of certain scientist of the Commonwealth of Independent States as employment-based immigrants under the Immigration and Nationality Act, and for other purposes.
Commonwealth Scientists Immigration and Exchange Act of 1992 - Authorizes the special admission into the United States of certain scientists of the Commonwealth of Independent States (Commonwealth) as employment-based immigrants under the Immigration and Nationality Act for a four-year period.
Expresses the sense of the Congress that: (1) Commonwealth scientists should be given priority consideration for U.S. international exchange programs; and (2) in making available Soviet threat reduction funds priority should be given to retraining and employing Commonwealth scientists in areas that would enhance the objectives of nonproliferation of weapons of mass destruction.
