To provide for the energy efficiency of Federal buildings through energy performance contracts and for other purposes.
Energy Savings Performance Contract Act of 1992 - Amends the National Energy Conservation Policy Act (NECPA) to require Federal energy management contracts to be energy savings performance contracts which require an annual energy audit, and which specify the terms and conditions of any Government payments and performance guarantees.
Directs the Secretary of Energy to develop the methodology that will apply to the selection by each Federal agency of a contractor to provide energy savings services.
