Requires that representatives of the National Aeronautics and Space Administration (NASA) negotiate with the Governments of Russia, Ukraine, Kazakhstan, or the Commonwealth of Independent States regarding acquisition by the United States of civil space hardware and related technology for integration into U.S. civil space projects authorized by the Congress, with emphasis on the acquisition of prototypes and technology so that the actual hardware can be manufactured in the United States.
Allows limited exemption, during the negotiations, from laws regarding the exporting of technical data. Provides for NASA approval of NASA contractors as NASA representatives.
